Democratic public security cannot reward violence

Current news reports have called into question the security model based on the use of police violence, which victimizes young black and poor people in particular, while the political elite, mostly white and wealthy, tries to get away with their crimes, as seen in the recent case of the PEC da Blindagem [PEC = Constitutional Amendment Proposal].
The policy of high lethality violates fundamental rights of Brazilian population and also affects police officers, among whom the number of suicides and deaths is increasing.
Our society needs citizen-based public security, guided by intelligence, integrated with other social policies, and with popular participation in its management and execution. Furthermore, security agents must be prepared to act in accordance with the Federal Constitution, which, by the way, establishes racism as a crime.
Therefore, we express our repudiation of bill (PL) 6.027/25, proposed by the governor of Rio de Janeiro, which includes an amendment drafted by Alerj¹ legislators known as the “wild west bonus”. Such legal provision encourages violent police action by rewarding the “neutralization” of citizens, in other words, it is a license to kill. Police officers should be recognized for good practices in serving society, not rewarded for killing people. This bill cannot go forward.
